privilege. As regards promotion of Executive
Engineers to the grade of Assistant Director of
Public Works, however, the new scales do provide some
advancement both in actual and in pensionable
emoluments, although not so great an advance as under
the old scales. We therefore recommend that the new
scales should be adhered to in any future appointments to that grade. With regard to acting pay we recommená
that Engineers acting as Executive Engineer should
receive a fixed allowance of £150 per annum, follow-
ing the system proposed for the analogous case of
Administrative officers acting in Class I posts.
(c) Medical Service.
Scales for certain specialist
and other posts intermediate between the time scale
and the Deputy Director of Medical Services are
proposed in Part IV of this report. We recommenă
that any Medical Officer on the old scales who may be
appointed to one of the specialist posts be allowed
to retain his old privileges as to quarters and
pension. No difficulty arises as to promotion to
Senior Medical Officer.
(d) Legal Service. No anomalies analogous to those in
the Public Works Department appear to arise and we
recommend that the new scales be applied to all
future appointments.
(e) Educational Service. The position is in some
respects analogous to the Public Works Service
in that there is a super-grade of head masters
intermediate between the ordinary time scale and
the Director of Education. Promotion to the
